I am not familiar with the story and don't intend to get into specifics, but while I think there is merit to your general point both approaches seem non-exclusive to me.
Given that there seem to have been a least two armed police men one could have maintained guard, prepared to use force to ensure civilian safety while the other one engages with the person.

Also, in this particular case the person was sitting in the car (if I understand the story correctly) and there seems very little indication that there was a relevant danger to any 3rd party.
